All of us are subject to rules restricting travel, access to workplaces and access to places of public accommodation during the coronavirus pandemic. These restrictions are evaluated using a traditional balancing test. Does the governmental interest in imposing the restrictions outweigh the exercise of the constitutional right at issue?
